Keep changes does not work when animating puppet limbs.
The limbs stay in position only while the keyframe is powered on, even though it is using "Keep Changes." Procedural animations have been turned off.

The Puppets Group has it's own rules when it comes to animations.
Unlike animating out site the Puppet Group key-Frames have to be powered on for the duration desired for the puppet to stay in a desired position. This is due to the puppets logic, including puppets heart, brain, connectors and so on.

I think I may have commented on your post.
"Keep changes" does not lock in that state forevermore; it leaves the changes in place until something else tries to change it. Procedural animations change the positions of the limbs and such all the time, so this makes sense. If the rig was taken out of the puppet maybe it would work for you.
