I can confirm the changes to the puppets are intentional.
Unlike other items the user gets to use in Dreams Edit Mode the puppets are not a tool or gadget, it's a creation so these changes are made to benefit the puppet, to create a better default for the user.
Understandably selecting Triangle and seeing a result go to 0% on one slider and on another slider go 15% may look odd but this is the intended functionality, puppet are a complex element in Dreams.
There will an update to the backwards compatibility doc which may help inform you of some of the changes with the puppet.

Run speed starts at 6 m/s, but defaults to 0.
Walk speed starts at 2.5m/s, but defaults to 2.5.
Bounciness starts at 7%, but the default is 10%.
Min. stride time starts at 0.35s, but the default is 0.15s.
Stompyness starts at 15%, but the default is 40%.
Foot separation starts at 50%, but the default is 40%.
Jump height starts at 1m, but the default is 2m.
Acceleration starts at 6m/s2, but the default is 10m/s2.
Deceleration starts at 6m/s2, but the default is 10m/s2.
Breathyness starts at 10%, but the default is 50%.
Springyness starts at 10%, but the default is 30%.
Arm flail starts at 1%, but the default is 0%.
Arm vigour starts at 25%, but the default is 40%.
Lumberingness starts at 5%, but the default is 25%.
Sway starts at 5%, but the default is 0%.
Sassyness starts at 10%, but the default is 13%.
Motion Controls starts at 50%, but the default is 40%.
The procedural jump also starts on instead of the default.
Not really sure if these are bugs, but just putting it out there.
